Evolving Political World Structure

1. Status and concept for the World’s political structure (to protect and create stability)
The present political world structure evolved
over the last few thousands of years from a structure of multiple tribes
living side-by-side (or migrating and fighting) to the formation of a few
very large empires – in competition and conflict with each other.
In the Western part
of the world were the Mesopotamians, then the Assyrians, later the Romans,
then the successor powers to Charlmagne’s post-Roman Empire in France,
Germany, Spain, and, later, the British Empire. In the East were the
invading Mongols and their sucessors, then the Chinese and the
Japanese. In South America, there were the Aztecs, Mayas and Incas.
Modern technology
has brought us total interconnection of all parts of mankind – not always
to our liking. Atomic threats, possibly also microbic ones to follow,
became intollerable – see the North Korean threat – used by Russia and
China with Iran against America.
There is an imminent
need for a number of „World Institutions“ to provide an over-all structure
of a rational evolution of the world’s politiccal structure to provide
solutions to day-to-day problems – in the interest of all of mankind.
Here is a concept
for a future world-order privided by:
1.
An Institution for evolving coordinated and valid
world political guidance
2.
An Institution for evolving pracical world managment
as in industry and trade
3.
The Institution of an evolving world legal structure
(basic laws for the world)
4.
An evolving world legal court
5.
A World Advisory Council, formed by a few independant
individuals of proven merit
An earlier
perception of this problem and an attempt to find a solution for the future
of mankind on Earth occurred in the early 20th century with the formation
of the League of Nations in 1924, succeeded by the United Nations in
1945. But the League of Nations was not able to solve the world’s
structural problems with World War I or the occurrence of World War II and
the UN had problems with subsequent turmoil anywhere else on Earth.
Now, we have the
problems with the threats by North Korea – actually the threats of North
Korea cooperting with Putin’s Russia, international power-seeking China,
and Iran controlled by extremist Muslims, all four cooperating
against America (and, to a lesser degree, Europe). We also have the
internal problems with possible international consequences of Venezuela,
Cuba, some Central American nations (supported by international drug trade)
and some nations in Africa, as in Congo.
We live increasingly
too close together on this Earth, by now 7 billion inhabitants, quickly
augmenting their number – on this only home we have in the universe – to
let such problems get out of control!
The additional
problem with a new world order lies in the fact that it must be
enforceable!
Earlier formations
of larger political structures out of a combination of smaller ones can be
observed in history (Switzerland, the United States of America – more
recently Europe)
A special problem of
unification arises from the fact, that each so-far independent state may
keep its police force (and border patrol), but must give up its military
force – with all national militaries to be merged into one federal military
force. It was found that each unit of such federal military force
should be composed of a mix of members originating from various national
units forming the federation.
The top command
should be rotating in rather short cycles between former members of the
individual national units.
This would have to
include land-, air-, and navy-forces as well es special forces as related
to international rocket forces, specifically of the atomic or biological
kind – and early phases of their development.
The national police
forces may define certain international problems such as the cultivation,
production, or import and, then, trade with drugs – or corrupt internatonal
money laundering – or illegal international migration and criminal trade
with human individuals (for sex or as slaves in the work force).
The regulation of
migration would be another difficut problem of unification in a federal
world order.
